Sabesp does not charge for the water itself once it corresponds to a public property. The company charges for the water treatment and distribution services, and sewage collection.

The tariff policy is ruled by Decree 41,446/96, which provides for the tariff system regulation of services rendered by Sabesp. The collection takes into consideration several factors, such as service costs, allowance for doubtful accounts, amortization of expenses, climate and environmental conditions, consumption volume, and the consumers’ economic situation and categories. The purpose is to associate economic feasibility to the sanitation service’s social aspects.

One consuming unit is registered for each residential house or apartment, which is also called economy. For commercial establishments, industry and public facilities one connection is registered. The volume of consumed water is verified through the installed hydrometers, with the subsequent registry and issue of the water bill.

The charged amount is always progressive. The minimum standard consumption is 10 m3 or 10,000 liters for a fixed price. From there up, there are variable consumption rates.

The categories are divided as residential, commercial, industrial and public. For each of them, there is a correspondent table containing the amount charged for consumption of up to 10 m3, ranging between 11 and 20 m3, ranging between 21 and 50 m3 and higher than 50 m3, except for the social residential and slum residential tariffs that have the 5 following consumption rates: up to 10 m3, ranging between 11 and 20 m3, ranging between 21 and 30 m3, ranging between 31 and 50 m3 and higher than 50 m3.

Sabesp is also concerned with the application of Social Tariffs. Since 1997, the company has benefited over 600,000 destitute people by allowing them to pay their water bills according to their income, home size and electricity consumption. The public entities that join the Programa de Uso Racional da Água (Rational Use of Water Program - PURA) and social assistance entities also have special tariffs.

The collection enables Sabesp to invest in new services and to carry out developments improving the State population’s quality of life.
